Threat from China – China is the "defining threat of our generation," according to the FBI director. For months now, the FBI director has been raising red flags on China in both written remarks and testimony before Congress.

On Tuesday, FBI Director Christopher Wray restated his admonitions on China and the nation's physical and cyberthreats to the United States.

FBI Director Wray's Cautionary Remarks on CCP Hackers and Infrastructure Threats

Wray spoke before the American Bar Association in Washington, D.C. 

"Front and center is China – the defining threat of our generation," Wray stated. "To put it simply, the CCP [Chinese Communist Party] is throwing its whole government at undermining the security and economy of the rule-of-law world."

"China has a broader hacking program than any other major nations put together. China's hackers would still outnumber FBI cyber professionals by at least 50 to 1 even if all of the FBI's cyber agents and intelligence analysts concentrated solely on the China issue," he continued.

"And it’s not just cyber, but also traditional espionage and economic espionage, foreign malign influence, election interference, and transnational repression – often working in tandem," he said. "They recruit human sources to target our businesses, using insiders to steal the same kinds of innovation and data their hackers are targeting."

"They’re engaging in corporate deception – hiding Beijing’s hand in transactions, joint ventures and investments – all with the same goal," he stated.

Wray's cautionary remarks mirror those he delivered during a Munich security conference alongside U.S. allies in February.

In Munich, Wray briefed friends on CCP hackers who have been known to breach vital U.S. infrastructure and are still "poised for attack." 

Wray warned the leaders assembled in Germany, "You might find your companies harassed and hacked, targeted by a web of corporate CCP proxies." 

Additionally, PRC [People's Republic of China] hackers may be hiding in your phone companies, power plants, and other infrastructure, ready to take them down when they determine that you have crossed too much boundaries and that harming your civilian population is in the interests of the CCP.
